So welcome again, everyone. Thank you to the committee members who are here tonight and district staff, Van Pelt folks, anyone from the public. We welcome your comment coming up. Pleased to welcome Rick Hunter to the committee. I think, Rick, it would be great. I think we'll all just do a brief introduction so you get to know— I know, you know, some of the folks here. But I think we could start off by reintroducing who's here this evening and what they do, and I'm sure that would be helpful to you. And we can learn a little bit about you as well. So I'll start off. Carl Landers. I'm the chair of the committee. And I'm coming up on, I believe, 4 years out of 6 possible years on the committee. And I have 2 students in the district. So welcome. Great to have you. We're gonna jump into the agenda. Rick, any questions before we start just about why we're here tonight? Or I'm happy to go through kind of the, the duties of what the committee is supposed to do. If you read the bylaws, you know, but feel free to ask any questions before we jump in."},{"start":383743,"end":393577,"speaker":"J","text":"Yeah, no specific questions right now. I really appreciate you sending me a copy of the bylaws, which I did look at, and I think I have a general idea. I don't really know how the meetings work, so."},{"start":393898,"end":436909,"speaker":"A","text":"I'll, I'll be looking at that. And you'll hear a bunch about Measure T and Measure S, even though they're alphabetically out of order. Measure T came first. We're kind of in the wrap-up phase on Measure T bond, and now Measure S is the new one, and we're in kind of Phase 1 and just kicking off projects there. So, there'll be— we'll be talking about both of those bonds as we have oversight for both. Okay, the agenda for this evening is in front of any— everyone. Any changes to the agenda? Okay, not hearing any. Can I get a motion to approve tonight's agenda? Second. And all in favor?"},{"start":437632,"end":437680,"speaker":"C","text":"Aye."},{"start":441247,"end":538753,"speaker":"A","text":"All in favor of tonight's agenda? You're an aye. Okay, so we've got 4. Eyes and great. This takes us to Section 3 of the agenda, which is our public comment section. We always welcome members of the public to speak on any topic related to the committee's oversight. And is there anyone from the public who would like to speak this evening? Okay, we also take public comment during specific items on the agenda as well. So that moves us into Section 4, our action items for this evening, and specifically 4.1, which is approval of the minutes from the February 25th meeting, which were attached. Any questions or comments on the last minutes? Motion to approve. So— Thank you, Janet. Second. All in favor, aye. Okay, great. Agenda— sorry, approval of the minutes approved. And we do have another action item tonight, which is we need to elect a chair and vice chair for the upcoming year. So please feel free to nominate yourself if you would like to be— take over the chairperson's role. Any discussion on the roles? Anybody want to volunteer? Jen, are you up for being vice chair again?"},{"start":540455,"end":540600,"speaker":"D","text":"But—"},{"start":543923,"end":592237,"speaker":"A","text":"and feel free to raise your hand if you want to be the chairperson, get promoted. This presupposes that the, the— I think there's 1, 2, 3, 4 of us whose terms expire before the next meeting. So, Rick, is there already an action for the board to approve new terms for the terming members before the June— Okay, before the end of June, because otherwise we'll have to vote again. So, okay, great. So I'm happy to serve as chair again if you would, if someone wants to move that."},{"start":593778,"end":597134,"speaker":"D","text":"I will move the slate of officers as presented."},{"start":597969,"end":607474,"speaker":"A","text":"Okay, so the slate would be Carl Landers for chair and Jen Givens for vice chair. Question to that, please."},{"start":608148,"end":622278,"speaker":"D","text":"So, Mike, not caveat, just a question. Yeah, you behave yourself now. Got it."},{"start":651233,"end":651314,"speaker":"E","text":"Okay."},{"start":652398,"end":653936,"speaker":"D","text":"Okay. And then if we don't like—"},{"start":655194,"end":666514,"speaker":"A","text":"Well, there is a process for removing the members if needed. Okay, so was— do we have a motion for the— to elect me as the chair?"},{"start":667012,"end":667333,"speaker":"D","text":"So moved."},{"start":668457,"end":668842,"speaker":"A","text":"Second?"},{"start":669003,"end":669131,"speaker":"D","text":"Second."},{"start":669179,"end":688417,"speaker":"A","text":"Okay, all in favor? Aye. Okay, we've got 4 ayes, no nays. Motion to elect Jen as the vice chair. Rick, you're— sure, okay, second. Okay, all in favor?"},{"start":688882,"end":688930,"speaker":"B","text":"Aye."},{"start":689699,"end":776941,"speaker":"A","text":"Okay, 4-0 there. Congratulations, Jen. All right, we're moving into now our discussion items on the agenda, and, um, Section 5.1, I imagine, will be the bulk of the, the meeting this evening, which is to talk about— oh, sorry, no, this is the annual reports. Apologies. So, Section 5.1, Agenda Item 5.1, is discussion of the preparation and review and approval of the annual reports, which is our one key deliverable from the committee. So, those reports are due for the '23-'24 fiscal year. For both Measure T and Measure S. I believe at the last meeting— so at the last meeting, we got the auditor's reports, which was the last thing that we needed to start building these. At the last meeting, I believe I committed to draft the report. I submitted a number of requests to the district. Rick, thank you for the district's help. You got back to me last week with many of the items that go into the report. I didn't have a chance to craft it for tonight's meeting. So I will do that, and we will have a draft to review and approve for the next meeting. Any questions on that?"},{"start":776941,"end":779891,"speaker":"D","text":"So when is it due?"},{"start":779891,"end":799195,"speaker":"A","text":"Well, per the bylaws, there is not a specific due date. So it is due each— we, we need to produce one for each closed fiscal year, but it does not specify in our bylaws when it needs to be produced. So I'm just trying to do it in a timely fashion."},{"start":799195,"end":803235,"speaker":"D","text":"Okay, so— okay."},{"start":803235,"end":810529,"speaker":"F","text":"Is Measure T anticipated for this to be the final report, or one more after this, I guess, this past year?"},{"start":810529,"end":827478,"speaker":"A","text":"I believe we talked about that in a couple of meetings because the solar project is going to go even into next fiscal year, I believe. So we'll be reporting on Measure T for last fiscal year, the one that we're currently in, and next fiscal year, I believe."},{"start":827478,"end":845097,"speaker":"E","text":"Yeah, but we'll look at that. We may not have to report on Measure T because we're using the bulk of money from Fund 35 from reimbursements from the State Facilities Grant Program, where we might not be spending Measure T dollars any further."},{"start":845097,"end":853187,"speaker":"A","text":"Okay. So there's some date at which Measure T is officially closed out. We don't know when that is yet."},{"start":853187,"end":855162,"speaker":"E","text":"It might be this fiscal year."},{"start":855162,"end":856045,"speaker":"A","text":"Okay."},{"start":856045,"end":858582,"speaker":"E","text":"Next year may be the last report."},{"start":858582,"end":860782,"speaker":"A","text":"Okay. Thank you."},{"start":860782,"end":861312,"speaker":"E","text":"Measure T."},{"start":861312,"end":1013528,"speaker":"A","text":"Any other questions on the report? Okay, then let's move into 5.2. This is the report from the ad hoc subcommittee on the lighting retrofit project. So Rick, just to bring you up to speed, new Rick, not old Rick, who's already up to speed. The one of the first Measure S bond programs was a $17 million project to do lighting retrofit throughout the district, replacing fluorescents with LED fixtures for cost savings, and because fluorescent replacement lamps are no longer available. There were some questions from the committee about how this was bid, and So we decided 2 meetings ago to form, which is one of the things in our bylaws, to form a subcommittee to look into this and bring back some recommendations for the committee to review. So Carl and Carl took on the responsibility for this subcommittee, and our report at the last meeting was roughly that we had made some requests to the district. We did get some information back. Because of Carl's busy— the other Carl's busy schedule over the last few months, we have not been able to meet and discuss and come back. So we're going to continue the ad hoc subcommittee, but there's no report out for this evening. Okay, so that takes us to 5.3, which is the— what I was thinking we were on, which I believe will be the bulk of the meeting, which is talking about the progress on Measure S. The period that we are reviewing this evening, by the way, Rick, or— and for everyone's benefit— is the January 1st through March 31st quarter. So when we get into the, the reports on spend and such, all of that will be reflective of the first quarter— or not the first quarter, but first calendar quarter, January through March. But I'm, I'm assuming the update we'll get this evening will be you know, up to the current day in terms of what— how projects are coming along. So, so Van Pelt is the bond program management team for Measure S, and so they're here at all the meetings. Thank you for coming, and I'm sure you guys have some prepared remarks on what's happening with Measure S."},{"start":1013528,"end":1039574,"speaker":"B","text":"Yeah, so I did a short slideshow for update on Measure S. Some of the things that we're working on currently are facilities Master Plan— oh, thank you, sorry— a, um, HVAC upgrade at 4 campuses, um, and a district-wide lighting project."},{"start":1043572,"end":1046735,"speaker":"A","text":"Thank you, Rick. That's very helpful. Thank you."},{"start":1047537,"end":1136892,"speaker":"B","text":"I forgot everybody can't see this on their computer screen. So the first one— there's a bit of delay here. The facilities Master Plan, you guys have seen this schedule before. We've showed this at community meetings, the site committee meetings, also the board workshop. This is just a reminder, we started this process back in July of 2024, and Over the past few months, we've been doing site committee meetings, community meetings, board workshop, and now we're prepared to come back to the board on May 28th. So this is— you've also seen this timeline at the last CBOC meeting. This has been updated. The yellow highlighted, we did a board study session on April 23rd. Uh, our architects are currently working on an update from those comments, and comments were— final comments we're getting back from the sites currently. Uh, the current schedule is by the end of next week to have those out and published for a possible approval by the board on the 28th of this month. Um, so moving on to the district-wide lighting project."},{"start":1137277,"end":1152193,"speaker":"A","text":"Why don't you pause there? Because I don't think we have a specific agenda item on the Facilities Master Plan, so there may be questions. Unless you had anything else on— yeah, sure, we could open up for questions on the Facilities Master Plan and, and process. Anything from the committee?"},{"start":1154779,"end":1162743,"speaker":"D","text":"Um, under the community forum meetings, can you give me a rough estimate of how many people attended those meetings from the community?"},{"start":1162887,"end":1169759,"speaker":"B","text":"Uh, we did one virtual. I think we had about 40 to 45 people."},{"start":1169872,"end":1186502,"speaker":"H","text":"I think at its peak we had over 50. And that was community, or was that staff and, uh, uh We didn't, we didn't ask people who they were, every single person who they were in the Zoom, but the Zoom, the Zoom was meant for community and it had over 50 people in it at its peak."},{"start":1186742,"end":1192671,"speaker":"E","text":"It was a mix. It was a mix of staff members, some board members. Okay."},{"start":1193937,"end":1229317,"speaker":"D","text":"How do you feel the community involvement was on that, on all of them? From what you saw, did you feel that there was a good amount of investment from the community and their interest. I'm only asking because as we get through the whole process, and we generally get through the end of a process, you start to hear people, you know, and grant you, a lot of people are new to the process because it takes a long time to get this done, and new people kind of come on board. But, you know, even in the middle of it, we could start having questions saying, I didn't know about—"},{"start":1229429,"end":1229445,"speaker":"F","text":"I—"},{"start":1229589,"end":1238244,"speaker":"D","text":"and you've done a great job getting it out there. I'm not questioning that. I'm just— on all the other projects you've done, how do you feel our community responded to this?"},{"start":1238662,"end":1261029,"speaker":"H","text":"I would say out of— I've done probably 6 Master Facilities Plans. Yeah, about 6 in the last 5 years. About average. You're about average. I've definitely— there's definitely some communities where we would have hundreds, over 100 people in, but there's also some communities where we only get 10, 15 people in. I would say you're, you're about right, right in the middle, right in average."},{"start":1261334,"end":1262233,"speaker":"D","text":"Okay, average works."},{"start":1262298,"end":1262828,"speaker":"E","text":"Okay, nice."},{"start":1263085,"end":1266088,"speaker":"B","text":"And I've done 4 actually separate from Eric, and I agree."},{"start":1266554,"end":1266988,"speaker":"D","text":"Okay, were—"},{"start":1268080,"end":1272706,"speaker":"B","text":"it was good, uh, attendance and good feedback from the community."},{"start":1272835,"end":1273799,"speaker":"C","text":"Okay, good."},{"start":1273863,"end":1281059,"speaker":"D","text":"And the quality of feedback, that was going to be my next question. There was good feedback? It wasn't just, you know, being on Zoom without asking questions?"},{"start":1281139,"end":1293497,"speaker":"H","text":"Yeah, no, um, at some of the meetings we had, uh, we had interactive feedback as well where we got people to, to give us kind of their thoughts on the different project options and what they thought were priorities. And so that, that was all received as well."},{"start":1293546,"end":1305127,"speaker":"D","text":"So, and so the people that— the, the participants that did have questions, was there any time that you said we'll get back to you on that?"},{"start":1305191,"end":1313519,"speaker":"B","text":"We had 2 in-person meetings, and I think most of those questions were answered at the in-person meetings."},{"start":1313786,"end":1313953,"speaker":"C","text":"Okay."},{"start":1314266,"end":1317654,"speaker":"D","text":"Um, because my next question follow-up is going to be, did you get back to them?"},{"start":1318617,"end":1319051,"speaker":"B","text":"Yes, I—"},{"start":1319051,"end":1320158,"speaker":"D","text":"do you have a process for that?"},{"start":1320239,"end":1328330,"speaker":"B","text":"Most of those questions were answered in the meetings. Uh, we also did a community survey that we got a lot of feedback from."},{"start":1328491,"end":1329663,"speaker":"A","text":"Great, good."},{"start":1329920,"end":1330161,"speaker":"D","text":"Thank you."},{"start":1330434,"end":1356683,"speaker":"F","text":"Okay, I'm curious, especially the in-person meetings, um, forums, how well received in general, and was there much pushback regarding equity on the plan? Um, did it come up? Did it come up anything like against?"},{"start":1357052,"end":1386708,"speaker":"A","text":"Well, I think the challenge was— I went to all the meetings, I have some commentary to share. The challenge is this is just a wish list document, right? Yeah, it's like every school, we'd love to have this, this, this, and this, and then the next school, we would want this, this, this, this. So I would say it's hard to say what equity means in this context because I think the equity question will be much more when the board says, okay, now we need to pick 3 projects. Then it becomes a real big question. Right now it's just a wish list for every school."},{"start":1386708,"end":1425249,"speaker":"H","text":"Oh, I think that's a— it's a very astute observation that kind of the equity— the equity as far as the bond dollars is going to come much more into play in the implementation plan because it's important to remember, and we kind of hammered this home in every single meeting that we had, was You are going to have more need than you have dollars. And it's, I mean, unfortunately, the way it works is, and this is not something that's exclusive to Redwood City Schools. It's usually over triple the amount of needs than you have dollars. So the, the equity question and the balancing of the Measure S dollars for equity is going to come into effect when the implementation plan, when it's implementation plan time."},{"start":1426243,"end":1427542,"speaker":"F","text":"Sure. Thank you."},{"start":1430635,"end":1447948,"speaker":"J","text":"Um, so I'm a little confused, um, about the, the outreach, because you said earlier, I thought that you went to all the schools or, um, and, and the site councils. But what I hear you saying now is you only had a couple in-person meetings and everything else was like one district-wide—"},{"start":1447948,"end":1482108,"speaker":"H","text":"No, so we had, uh, we went to each of the schools with the site councils, kind of for staff and, and, uh, and the site council and the site committees that were there. We then, we had broader community meetings that when there was not a full community meeting at each school, there was a handful of community meetings in person, and then we did one in Zoom to try to get as many, capture as many people as we can. So yes, each school was touched from a site committee and an administrative perspective, and then we had a— and Nick, was it 2 or 3 in-person community meetings?"},{"start":1482108,"end":1483344,"speaker":"B","text":"2 to 3."},{"start":1483344,"end":1494788,"speaker":"H","text":"Yeah, 2 to 3. Oh, great."},{"start":1498896,"end":1499169,"speaker":"A","text":"Yeah. Okay."},{"start":1499939,"end":1573245,"speaker":"E","text":"Um, could I— I, I wouldn't say that we met with every site council. I would say we gave every school the opportunity to put together, for lack of a better term, a Facilities Master Plan Committee that came in to hear about the Facilities Master Plan and provide input. So some schools were very well attended with 8, 10, 12 people a part of that committee. Other school sites had problems getting people to come to those meetings, so they were much smaller. So there's a broad range, but every school site had a minimum of 2, and in some cases 3 meetings with the facilities Master Facilities Plan team, including the architects, to discuss the needs. And the wants of each school site. And then that went into the, uh, planning for the community meetings where it was open forums, uh, as Eric and, and Nick pointed out. We had two in-person, uh, one at Kennedy, one at Taft, uh, Elementary School. And then we had the virtual, uh, uh, virtual meeting as well. So three opportunities for anyone to show up at those meetings and provide— learn about it, provide feedback, or ask questions."},{"start":1573245,"end":1574159,"speaker":"A","text":"Okay, great."},{"start":1574223,"end":1597327,"speaker":"J","text":"Thank you. That's really helpful. I just have a question in general about, about the meetings and the school's preferences. And this is just because I'm new and it's my ignorance, but I thought that when the bonds were on the ballot, that there was a requirement to list all of the projects that were going to be funded. So how does that relate to, you know, new input that we're getting now?"},{"start":1598849,"end":1604922,"speaker":"E","text":"Well, some of it is what, what type of project do you want to do that falls within the scope of the ballot language? You're absolutely right."},{"start":1604970,"end":1607197,"speaker":"J","text":"So the ballot language is much more general, and this is more—"},{"start":1607245,"end":1690942,"speaker":"E","text":"general, right? So it may be modernized classrooms, and then we find out from the school sites that they need bathrooms in every classroom, or, you know, HVAC, right, is a big one that has come up. So some of the nuance, right, kind of bringing it down from the high level. So we understand individual site needs that fit within the scope of the bond language, right? So that's the work that the BPC has. Our internal team, along with the architects, are going through and I'll say categorizing, right, in terms of specific projects that fit within the scope of the bond language for each school site that we'll be giving what, what are called IOQs, indicators of quality and scoring, that will be presented back to the board for each school site anticipated on May 28th. That information then will be derived into draft implementation plans that will be brought back to the board for discussion, much to the comment that Carl made about the equity of the spending of dollars at that point in time. So This is just one step in a much longer process, and it's a, a document that looks at everything, knowing that we don't have enough money for everything, where it'll be, you know, funneled down, you know, to more discrete items as we move forward."},{"start":1690942,"end":1691472,"speaker":"A","text":"Great."},{"start":1691889,"end":1692644,"speaker":"J","text":"Thanks. That's helpful."},{"start":1692644,"end":1747190,"speaker":"A","text":"I think one helpful point of clarification is the Facilities Master Plan, as I understand it, is essentially a 10-year roadmap because the last one was done 10 years ago. To, as to what the facilities need. It is not a bond program list, right? There may be multiple funding sources that the district uses over time to go through and check off the items. So the items in the facilities master plan don't necessarily need to match the ballot language. However, when the board goes to choose what they want to spend Measure S dollars for, then of course, those selected projects will need to fit into the categories that are in the ballot. But the, the facilities Master Facilities Plan, in my view, I assume you all agree, should be a bigger scope than that. It's everything that, that the facilities need. And then the district has to figure out, okay, how are we going to fund this over time?"},{"start":1747190,"end":1755299,"speaker":"D","text":"So I have another question. Can I ask another question about the whole document? So I'm going to just go to Adelante Selby Spanish Immersion School. Where the 24-25 school year is projecting 581, student capacity is 976, projected students for 29-30 is 516, and your planned student capacity is 656. Every, every school is measured this way, not those numbers, but this way. So how do you make the determining factor of what that bottom number— how do you— how are you doing that planned student capacity? But you're projecting 516 and you're planning for 656. Is that a, a number you've picked? Is it a state requirement? Is it a guess? I'm just— because we're kind of all over the map on these numbers, and I'm just curious as to— this is all going to cost dollars. This comes down to dollars and cents. And so I'm just curious."},{"start":1846861,"end":1851759,"speaker":"E","text":"So the capacity is what? The capacity of the school as it is today, right?"},{"start":1851919,"end":1852449,"speaker":"D","text":"It could—"},{"start":1853043,"end":1857186,"speaker":"E","text":"whatever the number was, Janet. Okay. And it says it's going to be at 600, right? Like a drop of 50 in my example. And that's not based on our guesses, right? That's based on a demographer's guess, right? And, and I will say it's an educated guess based on a number of factors of families moving into the area, birth rates, cost of living. And the demographers are showing, you know, within a 10-year span, we'll be down roughly 1,000 students. District-wide."},{"start":1891766,"end":1892825,"speaker":"D","text":"District-wide, right."},{"start":1893114,"end":1893467,"speaker":"A","text":"That's what—"},{"start":1893531,"end":1894831,"speaker":"D","text":"that was my count. It'll be more different schools, thing along with Schools of Choice come into play. Uh, some other neighborhood schools will be impacted differently. Uh, so it is, uh, an educated best guess at this point, right? It's taken into account as they create the facilities Master Plan, and as we move forward, we'll make decisions based on projects of what we know in the moment, and then, and then when it will be implemented and what the impact will be if the demographer's intuition comes true, right?"},{"start":1936007,"end":1940752,"speaker":"D","text":"This is common practice, and is what you're saying, it's very common practice. Okay, I just was like, we're—"},{"start":1940752,"end":1962905,"speaker":"A","text":"I guess the quick follow-on to your question would be if Adelante has capacity for 900 and is projected to have 500 just round numbers. Presumably, if we selected— we, the board, selects modernized classrooms at Atalanta, would you modernize 900 students' classrooms or 500 students' classrooms, if you get my question?"},{"start":1962905,"end":1982788,"speaker":"E","text":"Well, yeah, I do. And it would depend on how those rooms are going to be modernized, right? If you look through the Facilities Master Plan, there's a lot of, I'll say, input towards flex classrooms and, and alternate learning spaces. So some of those classrooms that were 2 or 3 might become one flex classroom."},{"start":1982788,"end":1983317,"speaker":"C","text":"Yes."},{"start":1983317,"end":2012322,"speaker":"E","text":"Uh, depending on the future needs, uh, that are determined by that site and by, uh, staff and by the board moving forward of what the programs will look like at these individual schools. So that'll have a major impact on it. Uh, but, you know, certainly we're not You know, at that site, if we have capacity for 900, we're probably not going to go and build a new building, right? That type of thing. But we'll look at making the rooms that are there more adequate for teaching learning in today's environment."},{"start":2012322,"end":2033847,"speaker":"D","text":"So then follow up if I can on that. Is there any opportunity— and it probably has nothing to do with this committee, but I'm going to ask it— for the enrollment to go so far down that you'd start looking at schools possibly not being needed? Facilities not being needed, locations not being needed. I'm— I know that's a board decision. I'm just asking."},{"start":2034135,"end":2040096,"speaker":"E","text":"But that would be something that would be under consideration depending on the enrollment of the schools in the district as we go forward."},{"start":2040224,"end":2050480,"speaker":"D","text":"Then it would behoove the dollars then to make sure that they're really being— you know, I'd hate to see us do a full modernization on a facility that isn't going to be utilized. I did attend all of the community meetings for the facilities Master Facilities Plan process. I think I can't fault the district. I think there was a lot of advertising for it. I think I saw it in 2 or 3 different places. Frankly, I was disappointed at the community involvement. I think at Taft and Kennedy, maybe there were 10 or 20 people there. And it was— the room was set for 200 people because obviously you don't know how many are going to show up. But Mike was there at all of them. I was expecting a lot more community participation. Maybe— it's just hard to get people to participate in anything. Maybe people are waiting until the board has to decide where to spend the money. That's when they're really going to jump in with a pick my school over another school, because at this phase, it's really just the wish list for every facility. But I was surprised that there wasn't more engagement given how important this is and that all these taxpayers are funding it. So that was one comment. One comment on the process, and I, I do think that you described it correctly, that there were the school councils that were formed to help make the initial asks that the architects then put into a draft and shared back with those school groups. I was part of one of them. Then there was the survey that was done. How many responses did you get to the survey, roughly? I mean, ballpark. 600 survey responses. And then there were the 3 community meetings, 2— 1 Zoom and 2 in person. And then there was the draft of the Facilities Master Plan that was not scored that the board reviewed. Was that 2 weeks ago? I think what has— what's been missing, and I did flag this to, to Mike and to Rick, is all of that community feedback, the board look, the scoring— none of that has gone back to the school sites to review and give their kind of final yes, we agree with this. So there was the initial school involvement, but then with the community input, the survey, the board feedback. Is there an opportunity for the schools then, Rick, to see that one more time before the board approves it on the 28th?"},{"start":2229441,"end":2233134,"speaker":"E","text":"Yes, all the sites have access to the—"},{"start":2233134,"end":2233841,"speaker":"A","text":"the scored version?"},{"start":2234435,"end":2235559,"speaker":"E","text":"Not the fully scored version."},{"start":2236924,"end":2242238,"speaker":"A","text":"Will they have access to the fully scored version before it goes for approval and at the board?"},{"start":2244695,"end":2244743,"speaker":"E","text":"Yes."},{"start":2246315,"end":2247197,"speaker":"A","text":"And when will that be?"},{"start":2248303,"end":2248576,"speaker":"E","text":"The 16th."},{"start":2250164,"end":2258952,"speaker":"A","text":"Okay, so the 16th is the fully scored version, and that will go to the principals, and they can decide whether they want to get feedback from their community."},{"start":2260011,"end":2261390,"speaker":"E","text":"I guess they will decide if they want."},{"start":2262192,"end":2267340,"speaker":"A","text":"And how would they then give that feedback into— if it's the final, how would, how would the feedback be?"},{"start":2268029,"end":2292947,"speaker":"E","text":"You don't understand what you're really asking. I, I'm, I'm seriously asking because I, I'm not following completely."},{"start":2293044,"end":2327903,"speaker":"A","text":"I, I don't know what necessarily what the outcome would be, but, uh, here's how I understand it, just having participated, is the school sites got together and said, hey, we would like to have a new building here and a new gym and a new field, whatever they suggested, right? Then community input was gathered and, and surveys were taken, but the school never has had a chance to review that information and say, yes, we agree with that. We agree that the new field is the biggest priority, or we don't agree with that. And I would think the board would want that feedback from the people who are living with it every day. Okay, perfect. Thank you. Any other questions, uh, on the Facilities Master Plan process? Okay, thank you."},{"start":2358640,"end":2545295,"speaker":"B","text":"Um, so moving on to the HVAC upgrade project, I'm going to take a little step back here, um, just for history and scope. So, uh, the district identified HVAC district-wide as a priority. Um, the first 4 schools that are getting the HVAC upgrade are Adelante Selby, Hoover Roosevelt and Taft. So we moved forward with design on those projects. Those have been submitted to DSA. Uh, we've actually already got our first round of comments back. We're going to resubmit, uh, later this week. Uh, we expect DSA official approval within the next couple of weeks, um, for those 4 sites. In the interim, for the other schools, we wanted to proactively get them air conditioning while we anticipate— while we finish the Master Facilities Plan so that we could get HVAC upgraded in those schools as well. So over the spring break, we delivered portable air conditioning units to pretty much all the classrooms that we've been meeting with throughout the district, um, that we're currently installing and will continue to install over the summer. Uh, the board also approved for the 4 sites, uh, early procurement of the HVAC equipment to stay on schedule to keep it summer. So those orders have been placed. We are anticipating receiving those later this month and early June to start attraction. We are currently in a process to select a lease-leaseback contractor. We did a request for qualifications and proposals for lease-leaseback contractor. We've already— thank you, sorry about that— received proposals, done interviews. We are queued up to bring a recommendation to the board at the May 14th meeting to move forward with that, and, and then at a June meeting, the first June meeting, to follow up with a guaranteed maximum price for the construction. And our construction window is this summer, so we're doing all we can to order whatever equipment we can ahead of time, uh, which will include some pre-construction services with the contractor, uh, for early procurement of electrical equipment as well, and, um, starting to mobilize on site so that as soon as we have an approved contract by the board, we can start construction. Um, so we are working through those logistics right now. And hope to come to the board soon. Question. Yes, go ahead."},{"start":2545295,"end":2549502,"speaker":"D","text":"So you said you were waiting to hear back from DSA?"},{"start":2549502,"end":2552039,"speaker":"B","text":"Sorry, Division of State Architects."},{"start":2552039,"end":2556407,"speaker":"D","text":"Right, I have that in front of me. I'm just— you're waiting to hear back from them, is it?"},{"start":2556407,"end":2589934,"speaker":"B","text":"So Division of State Architects takes several months to approve plans. So we had— we submitted in February. Um, we got our first round of comments back from them, which is typical. We'll resubmit addressing those comments this week. Um, and the, the second review by DSA usually goes fairly quickly, so we expect to have final approval from them within the next couple of weeks."},{"start":2589934,"end":2597892,"speaker":"D","text":"So every time you go and make a request it costs a certain amount of dollars? I'm looking at the expense—"},{"start":2597892,"end":2624003,"speaker":"H","text":"No, the, the fee is based on the total cost of the project. So we'll give them an estimated fee at the beginning of the project, and we'll say we estimate that the fee costs X amount of dollars. What, what roughly is the estimate for the 4 schools? Ballpark?"},{"start":2639970,"end":2642151,"speaker":"H","text":"Uh, it, it's around $5 million a school."},{"start":2642616,"end":2661037,"speaker":"A","text":"$5 million, that's what he said. Thank you, that, that answers one of my It seems, I mean, this is, this is what you do every day, but it seems risky to not have a contractor selected yet and start on June 9th. Can you characterize the risk level for getting the summer, these 4 going?"},{"start":2661037,"end":2753962,"speaker":"H","text":"That's why we chose the lease-leaseback— excuse me, the lease-leaseback delivery method was so we could have this RFP process. The way that Ed Code reads, you cannot enter into a construction project contract until DSA has approved. So you can't sign on the dotted line until it is approved. The board can approve it, but you cannot sign it. So with a hard bid, um, you would have to wait until the project was bid. With the lease leaseback, we're able to work a little bit in front of it with the contractor after we select them. Um, and no, it really isn't that risky. It's the process. The district hasn't committed any dollars yet. They don't commit to any dollars until they sign on the dotted line. So, um, that, that is, uh, that's a pretty typical process. We kind of got a late start this summer, or the— to these project process— excuse me, I'm sorry, I, I had a little bit of a medical condition this morning. I'm talking a little bit funny, so I apologize. But we had a late start to this, uh, this summer because we were doing the Master Facilities Plan early on, and then we got direction to start the HVAC project probably about 3 months later than we wanted to. So These are definitely condensed timelines. There's no doubt about that. For example, we're starting the RFPs for architectural services right now for next summer for the RCSD. So it's going to be a little bit more— it's going to have a little bit more breathing room than this, but this is a fairly standard process, and this is kind of why we use that method of lease-leaseback, so we can do some upfront work with the contractors prior to them being under contract."},{"start":2753962,"end":2759823,"speaker":"A","text":"I think I wasn't referring to financial risk. I was referring to the schedule risk."},{"start":2760047,"end":2760417,"speaker":"J","text":"Absolutely."},{"start":2760529,"end":2768607,"speaker":"A","text":"Are you actually going to be able to start on June 9th if you haven't selected a contractor, or the board isn't even approving the contract until late May or even early June?"},{"start":2768800,"end":2791975,"speaker":"H","text":"So they're, they're approving the selection of the contractor in May, and then they'll approve, um, at the first board meeting in June, they'll approve the GMP. They will literally start the day after the board meeting once the contract's signed."},{"start":2791975,"end":2795750,"speaker":"A","text":"You've already picked a contractor that can do it on this schedule, is what you're saying?"},{"start":2795750,"end":2800536,"speaker":"H","text":"We are bringing to the board a recommendation for a contractor that can deliver on the schedule."},{"start":2800681,"end":2800841,"speaker":"I","text":"Yes."},{"start":2800841,"end":2808599,"speaker":"A","text":"And if the board doesn't like that contractor, is there a second choice, or is it really this one or no one?"},{"start":2809417,"end":2830781,"speaker":"H","text":"It is this contractor, or we'd have to come back with the second, the, the second highest scoring contractor in the RCSD process. That would be a schedule— that would be a schedule issue. So, so yeah, that's part of that kind of tight timeline that I talked about on the front end because we kind of got a late start to this year."},{"start":2830781,"end":2838624,"speaker":"A","text":"So the board will either have to go with your recommendation or miss the summer schedule? Is that Fair to say."},{"start":2840535,"end":2849543,"speaker":"H","text":"Um, I wouldn't put it quite as concrete as that. There would be— there would be— let's put it this way, there would be a mad scramble, and it would put the— put the projects at severe risk."},{"start":2850297,"end":2855532,"speaker":"A","text":"Do you feel that that puts any undue burden on the board to accept your recommendation?"},{"start":2857876,"end":2862340,"speaker":"H","text":"I mean, no, I, I, I don't. I think we can— we, we would figure it out."},{"start":2862484,"end":2882283,"speaker":"A","text":"Okay. One quick question on the portable AC units. There's several different ways to install them, and it depends specifically on each classroom. And so we're going to install them kind of temporarily to start with, and then kind of the contractors, the long-term ones that are staying in place for a longer term, over the summer the contractors will kind of go in and tune it all up and get them installed a little bit better. Since we know that they're going to last, they're going to stay in place a little bit longer."},{"start":2922628,"end":2924968,"speaker":"A","text":"Some of those schools are 4 years out, right?"},{"start":2925112,"end":2926795,"speaker":"H","text":"Exactly. Are all the contracts pricing— will they hold their pricing, or are they holding kind of a contingency for tariff pricing?"},{"start":2940497,"end":2971983,"speaker":"H","text":"It's funny you mentioned that. So, yeah, everybody right now is very worried about global instability and tariffs and, and how long the quotes are getting. We're getting quotes from people, or the contractors getting quotes from subcontractors that are only good for a week because they don't know what's happening from day to day. So there will be contingencies included in, in the contract for that. There'll be contingencies included in the contract for unforeseen conditions and things like that as we go to try to cover all of that up front."},{"start":2971983,"end":2978893,"speaker":"A","text":"The bulk of the material was purchased already though, right? Really, the kind of the material that's outstanding, um, from a, uh, from a construction perspective is the electrical material. That's the stuff that, that was not ordered. That's kind of— it's specialty material. We don't like to order that kind of stuff without the contractor being on board, because if we order the wrong size, if we order— it's, it's so specialty and so exact, we want them to have the risk for that order."},{"start":3013659,"end":3016373,"speaker":"A","text":"Any other questions on HVAC project?"},{"start":3016646,"end":3037766,"speaker":"D","text":"Sorry. Okay, to your, to your question just a moment ago, so, or your statement, um, thank you for the tariff question. I mean, like, they come back and—"},{"start":3037766,"end":3048235,"speaker":"H","text":"100%. So the way the contracts are written is they're open book contracts. Let's say they'll have to show us the backup for where they purchase. Here's the receipt for the electrical panel. Here's how much it costs. Here's the manpower that we use to install it. Here's the labor rates, and our contract holds them, holds them to certain labor rates. And that's one of Nick's primary jobs. Nick and the team's primary jobs will be to any of those uses of the contingency, they'll get in, they'll vet those uses and make sure that they're— the hours seem reasonable, the labor rates match the required contract, the— they have the proper backup for any material they purchase. All of that's reviewed."},{"start":3087560,"end":3093773,"speaker":"A","text":"What do you feel the risk level is on the $5 million? That would be my hope. Um, everything's coming in a little bit high right now because of the, the, the, uh, the tariff risk, and it's, it's a weird industry where, um, Yes, the, the, the, the, the prices maybe haven't been actualized right now yet, but the instability and the not knowing makes people put extra money into things just to make sure that they're covered. Um, these are a little bit better because they're shorter-term projects. If we're doing like an 18-month project or a bigger project that's long-term, you— we would be, uh, we'd be having a little bit different discussion about that because there's a lot of people people that are going to protect themselves when they submit bids for that to make sure that something weird doesn't happen."},{"start":3142452,"end":3157873,"speaker":"A","text":"So for the— that brings up a question. For the cost estimates that are in the facilities master plan, presumably that's a database that's all pre-tariff, right? All those things are going to cost more than probably what's in there."},{"start":3157873,"end":3224797,"speaker":"H","text":"So yeah, yeah, and it's, it's important to note too, So the architect hires the cost estimator to do that as part of the facilities Master Plan. The cost estimator does have a large database, just like you said. That database is usually updated live, so there is, there's adjustments, but you're right, it takes a couple months to pick up adjustments here and there. It's also, you also have to remember that once we plug all that into the implementation plan, we'll plug it into a schedule too, and we'll start talking about escalation because some of these projects will be 3, 4, or 5 out, and we'll talk about that. Yeah, costs are going to increase at that point as you plug these into the schedule. So those will be the initial kind of baseline. These are the costs in today's dollars. As we work through the implementation plan and develop the schedule, um, uh, we will, uh, we'll add money to projects for escalation. We'll add money for projects as we see maybe they need, uh, maybe they need some temporary housing, things like that. And so those numbers will be the baseline, but yes, they will be adjusted in the implementation plan for all those different factors."},{"start":3232316,"end":3235674,"speaker":"A","text":"All right, any other— that's great, thank you."},{"start":3237345,"end":3303535,"speaker":"B","text":"All right, the last one I wanted to talk about was our district-wide lighting upgrade. So this project's already underway. We started construction April. Um, Orion is already complete. Uh, Garfield is on punch list, and they started on Taft this week. So there's a couple before and after pictures of the same classroom on the bottom. You could see, uh, the lighting color and quality is much better with the LED. Uh, reminder, this also includes controls that'll be better for energy efficiency, and one of our multi-use rooms at the top, just to show a different kind of space. But just a couple sample pictures. We're happy to share more, but the response from Orion that we've gotten has been great. Orion, sorry. It's okay. It's a little bit— These initial schools are a little bit of a guesstimate. As we get the implementation plan done and as we kind of get a little bit closer to that, kind of in June, and then when we get it finalized, um, we'll go through and we'll sit down with the contractor and we'll back out any buildings that we need to back out of the contract. We'll get a credit for it back and, um, and we'll do that. But we're, we're doing our best guesstimate now, uh, based on the feedback we've heard. But we, we, uh, once we get the implementation plan kind of finalized in June, like you said, we still have another year plus left to go. We'll go forward and we'll sit down with the contractor and do a deductive change order for anything that, that may be overlapping with the implementation plan for Measure S. I apologize."},{"start":3401125,"end":3413008,"speaker":"A","text":"Guessing it's not coincidental that Orion, Garfield, and Taft were the first three, given that they had the biggest improvement in the last bond. And then we, uh, reshuffled once we had the HVAC projects because we didn't want that ongoing with the HVAC projects over the summer. This is what Southland does. So they buy all that in bulk. And I believe the contract was approved in October of last year, I believe. Yeah, October of last year. And they, they were chomping at the bit to make that order as soon as possible so they could get it, get the, get the, uh, all the material in. So they have large containers with all of our material stored."},{"start":3514843,"end":3525912,"speaker":"B","text":"I'll add to, on the tariff question, uh, the HVAC equipment that the board approved to early procurement. Hard costs only. Typically, you would account for on an HVAC project about 25% soft costs. So that, that $5 million plus 25% to cover all of your, your fees, your architects, your inspectors, your DSA fees, your CDA submission fees, your construction management fees, all of that would be included in that, that extra percentage. That's a lot of money there."},{"start":4231828,"end":4267274,"speaker":"H","text":"It is a lot of money. You're absolutely right. So, um, I kind of like to relate it back to a house remodel because kind of a lot of people have been through that. When you do a house remodel, you submit your plans to the city, um, and the city reviews it. The city does not have jurisdiction over school districts. Um, jurisdiction for school districts falls with the the state. And so DSA is the authority having jurisdiction over, over school district construction. Um, so the plans get submitted, your plans and your specifications for the project get submitted to DSA, the Division of the State Architect. They do the review, they stamp and approve your drawings, and that's what that fee is."},{"start":4267274,"end":4282239,"speaker":"B","text":"And if I could add, your inspect— your DSA-approved inspector is paid separately. So that's not included in that fee. So yeah, so on the next report, you guys will probably see a cost for the inspector."},{"start":4282480,"end":4300222,"speaker":"H","text":"Yeah, because, uh, great point, Nick. And when you do a city, the city has their own inspectors, and that's included in your permit fee as well. But that is not included with TSA. Wow."},{"start":4300783,"end":4307916,"speaker":"J","text":"Do you find in, in practice that you get value for, for the money there, or is it just—"},{"start":4308317,"end":4309840,"speaker":"H","text":"that's a—"},{"start":4309856,"end":4312629,"speaker":"A","text":"this is not a political forum."},{"start":4313110,"end":4316781,"speaker":"H","text":"That's a very loaded question, but I will say this."},{"start":4317198,"end":4341347,"speaker":"J","text":"Here's, here's all— as background, I mean, for the city, we have an Architectural Advisory Committee that works with developers, and most of our developers, I think, and the community think that You know, they do a— it's actually a very valuable job, Jen, and I think we'll attest to that. The Field Act, which is what created DSA, which is what created the jurisdiction of DSA over schools in California. It was 1920s, I want to say, 1930s maybe. And not even then. It was shortly after a fire, a massive fire at a school in Southern California where unfortunately there, there was a lot of loss of life of students. But find out where she's standing, because if she wants to stay engaged and it's not going to affect, you know, dramatically our quorum, I, I really— we don't have someone saying, waiting to, to come on to this committee."},{"start":5981365,"end":5983913,"speaker":"F","text":"No, but if she misses another one, it's like a whole year she hasn't—"},{"start":5983929,"end":5987984,"speaker":"D","text":"that is a whole year. Um, so that was in 2013, uh, and 2014, somewhere around there. Um, And so this one feels like just a fresh start. I'm sure some of the ideas from the original facilities master plan were reflected into this plan, but, you know, the needs of schools, the priorities of what the sites need, and the fact that Measure T addressed so many of the critical issues that they were looking to address with that first round of the bond, the needs for the plan are just different today than they were in 2014-2015. Right, okay."},{"start":6172242,"end":6183655,"speaker":"H","text":"And, and yes, the, the last one was studied, um, as at the start of this, uh, of this process. Like the sites just aren't facilitated, aren't set up for to have the number of TK classrooms that are there, that are needed there. Portables that exist on the school sites, they didn't exist there before. They were added in over the course of either construction or needs changed, and being able to move those to permanent facilities, like, those are kind of things that, you know, you have to go back and say, let's, let's refresh this plan and take into consideration things that are current today that may not have been true back in, you know, 10 years ago."},{"start":6248447,"end":6260027,"speaker":"A","text":"Rick, if you're interested, I have the, the Master Facilities Plan doc. Oh, the 10— oh, the old one. I was not able to find the last one on the website. I think it should be on the website, but I can't find it. But if you would like a copy, I'm happy to send it to you. Oh yeah. Um, Any other last questions? Or, oh, one thing, Olivia, I don't see Rick on the website under this committee membership. So if whoever does the website could add him in on the, the CBOC page in the list of members. And then thank you for— you jogged my memory. Rick, we still are missing 2 required members of the committee. This comes up every meeting. We, we need to have 7 members. That requirement we meet, but we also need to have one member that represents a taxpayer advocacy organization and one member that represents a business organization like a Chamber of Commerce. Course. I don't think we've ever had the business organization representative. We did have the taxpayer organization representative. I think Carolyn was serving that role while she was on. So again, we'll ask the question, is there active outreach? Active outreach. I've mentioned it every time I'm— Yeah. —chair. I mean, credit to Rick. I think he got up at the 3 community meetings. Mainly because I think because I was sitting there, he got up and said, hey, we have this bond oversight committee member— a committee. We would like more members. I'm guessing nobody applied, Rick."},{"start":6372378,"end":6377130,"speaker":"C","text":"We're still going through them. We should just— I will tell you. So, so, Janet, you're senior citizen. I don't know how that could be. But that's— Yeah, I was in that one. Jen, you're under parent guardian, same as me. Carl Metz is member at large, which I think is what your designation will be. Jacqueline is underparent, and Jit Paul is parent as well. So it's great we're up to the 7. Thank you for joining, but we're still too short of 2 statutory required representatives on any CBOC in the state of California. And we've just not been able to fill those two roles. And I don't know why, because it's, it's such a lovely thing we do 4 times a year. We gather, talk about contracting and HVAC equipment."},{"start":6456157,"end":6457778,"speaker":"H","text":"I mean, who wouldn't want to be part of this?"},{"start":6457778,"end":6466417,"speaker":"C","text":"No, not at all. But since we're talking about this, Rick, and you're new, if you know of anyone who is part of the chamber or part of a taxpayer group that would be interested in joining, as you know, we make the on-ramp very smooth and seamless. And it's 4 evenings a year with donuts. So it's— I mean— oh, wait, what, what, what? Oh, you guys missed that earlier? I'm sorry. Okay, with that levity, can we have a motion to adjourn, please? Seconded. Seconded. Thank you. All in favor? Aye. Okay, we are adjourned. Thank you, everyone. See you in August."}]}
