My name is Ahmad Garaibi. I am the independent auditor for the two measures that you have over here, and the scope of the audit, a little different than the typical audit. This is what they call a performance audit, is basically two components. The first is to ensure that the financial statements for the Measure S and Measure T are fairly stated And the second component of this audit engagement is to ensure that the expenses are in compliance with the ballot language, and this is what they call the performance audit. And so the process starts at the beginning of the year. We typically split the audit into an interim phase and a final phase of the audit. Then interim phase, we take a look at the— mainly on the compliance. We sample quite a bit of some invoices. We also look at the internal controls. as they relate to those two measures. We like to see segregation of functions and duties, a review process, adherence to district policies. And then we wait for the district to close the books, and we come in after the fact and confirm the amounts that are reported in those two measures, confirm your bond proceeds, your interest, your cash, the various numbers that are reported on the financial statements. And then at the same time, we also sit with your project managers and review the expenses that were charged to the program, whether it's payroll or vendor At the end of the day is to ensure that the expenses are in compliance with the ballot language. And again, as I said, this is a little bit different than making sure that— of an audit, making sure that the amounts are segregated from the district's amounts. And so they account for those two bond measures in separate funds, in separate GL codes, in separate treasury accounts. And so that's another subcomponent to the audit. And I'm pleased to let you know that we issued a clean opinion on both the Measure S and the Measure T with respect to the financial statements. And then we also issued a clean opinion on their compliance with the ballot language. And with that, I'll be more than happy to take any questions."},{"start":353529,"end":357488,"speaker":"B","text":"Thank you."},{"start":357584,"end":366237,"speaker":"A","text":"Appreciate you coming here to share that with us. You can see that we're quickly approaching the end of the master planning process. We started back in July and we're wrapping up in March of this year. We've got community, community engagement. We're going to do a workshop with the Board of Trustees to get their review input and prioritization, and then we're going to develop the final Master Plan in documents. And we should have all of those documents all wrapped up by the end of March, uh, going into April. And, uh, and then we'll have a, a full comprehensive Master Plan Master Plan for the district. Talking about, um, where we've been and, and kind of, uh, what, what this timeline's going to look like in a little bit more in-depth. Um, you can see, uh, we've got the board meeting here in 2026 where we're doing an update. We're currently doing cost estimates with QKA, um, on the input that we've received to date. We're going to have community forum meetings sometime in a March timeline, um, uh, to, uh, get, uh, even more input. We're going to publish a draft in April. And then we're going to have that board study session in April. We're, we're still nailing down the dates right now. But if we keep things in a straight line like that, it's going to take forever, Carl. So we kind of work in parallels. So there's going to have to be a prioritization process that goes on there as well."},{"start":729982,"end":731585,"speaker":"B","text":"Great. You're going to start pretty soon, it sounded like. Like, uh, yes, sir. Can you just talk a little bit about what the strategy is there? And I, I missed this, I was going to ask earlier, and I apologize. What the lease-leaseback process is? We'll make a selection based on a combination of their pricing and their qualifications, and then they will bid out the work to multiple subcontractors. And, uh, get different bids for the work that they're not self-performing to multiple contractors. Um, it's a way to stay competitive. It's a way to make sure that you still get a quality contractor that's selected on not just the low bidder but a best value selection so that they can— we're sure they can do the work and we're sure that we're getting a good price for it. You do this on more complex projects, projects with tighter timelines like we're talking about. This is a lot of work to get done in one summer. It's a big aggressive push that we're trying to do, and we want to make sure that we get the right partner for the right job and not somebody that's going to, um, that's going to give us the lowest price and then in the middle of the summer throw up their hands and say, I can't get this done, and then we're all scrambling to find it and figure out a way to house kids. We want to, we want to make sure we select the right partner for this. and then we want to make sure that we, we get the right group. Um, we kind of— we, we talked about this with the board when we, uh, activated these projects. This typically— we would have started this process a few months earlier, but just kind of the way the Master Facilities Plan was rolling out, the way the bond was starting, we started a little bit later with these than we like to. So this would typically be happening more closer to the new year, um, for the next series of them. They're going to perform tenant improvements on the— on, uh, on the, uh, the facility. And then when construction's back, the contractor leases the site back to the district for a term of 1 year. So, so by— and again, I talked a little bit about how we want to make sure we have not only competitive pricing, but we get a good partner. You're, you're going to get competition. Among the general contractors for their fee, for their general conditions, for the work that they're going to perform. You're going to get that upfront competition against each other, and that'll be part of the scoring matrix for the selection of the contractor. And then after you pick that person, they're going to bid it out, and they're going to get multiple bids on the trades that they're not— they're not, uh, that they're not performing. And that whole process, the way— the way the contract works is an open book process. So We're there with them when they bid it out. They submit and say, here's the 3 bids we got for electrical, here's the 2 bids we got from miscellaneous metal, here's the 5 bids we got for earthwork. And we look through all those and we, we make selections as a group, as a team, to make sure that we, we put together the right team and that we get the best pricing."},{"start":2891198,"end":2894440,"speaker":"A","text":"And we talked about this before."},{"start":2895275,"end":2900716,"speaker":"C","text":"These are not lump sum or time and materials contracts. Okay, so that was— any remaining questions on any of the financials on 5.7? All right, 5.8. So committee membership is the next topic on the agenda. And just as a quick update, we currently have 6 members, 5 of whom are present tonight. Jacqueline has missed 2 meetings in a row. I don't know, John, have you reached out to her or anyone on your team to see if she still wants to stay on the committee, or—"},{"start":3838679,"end":3842677,"speaker":"B","text":"She has entered possibly today."},{"start":3843222,"end":3847868,"speaker":"A","text":"Okay. So she still wants to participate when you reach out to her?"},{"start":3851697,"end":3851825,"speaker":"B","text":"Okay."},{"start":3853716,"end":3881074,"speaker":"A","text":"All right. Well, at the next meeting, if she misses 3 meetings in a row, we might have to take some action. But if she's trying to make it, then let's, you know, let's, let's try and accommodate her. We're still below the statutory requirement of 7 members and 1 representing a taxpayer organization. One representing the business organization. So, uh, Rick, is there any update on recruiting? I think at the last meeting you said you were close on somebody."},{"start":3881315,"end":3885073,"speaker":"E","text":"And we're still waiting for the final submission for that person."},{"start":3885187,"end":3886367,"speaker":"B","text":"He didn't submit. Not yet."},{"start":3887677,"end":3895464,"speaker":"E","text":"Uh, but I have been assured that he will, or the thought is that he will. Uh, and other than that, there's no additional update for tonight."},{"start":3895738,"end":3901259,"speaker":"A","text":"You tell him that he gets the CBOC t-shirt if he, if he gets on the committee. It's a collector's item."},{"start":3901933,"end":3903873,"speaker":"E","text":"Can we pay for that?"},{"start":3903873,"end":3929772,"speaker":"A","text":"So even with that person, we're still going to be missing some of the key representation that we're required to have, or I should say the district is required to have, is the promise made to the taxpayers for citizens oversight. So some suggestions were made at the last meeting, which are captured in the minutes, about ways to advertise. Is anything happened. I don't—"},{"start":3930237,"end":3939097,"speaker":"B","text":"I did it again at the chamber. So next month is the community meeting, right? So maybe somebody can do it."},{"start":3939610,"end":3941777,"speaker":"D","text":"Yeah, yeah."},{"start":3942980,"end":3948100,"speaker":"A","text":"Um, who's going to lead the commun— is it QKA that's going to lead the discussion at those community meetings?"},{"start":3948854,"end":3951519,"speaker":"I","text":"Yeah, QKA will, will be the leader of the discussion."},{"start":3952128,"end":3952385,"speaker":"A","text":"Okay."},{"start":3953252,"end":3955698,"speaker":"E","text":"Along with Van Pelt and district staff."},{"start":3955698,"end":3956213,"speaker":"I","text":"Yes."},{"start":3957629,"end":4012835,"speaker":"A","text":"So somebody make the pitch, please. If I'm at one of them, I'll certainly make the pitch. If any of you are at some, please, please make the pitch to say, hey, this is, this is your opportunity to participate in the process and see how the sausage is made. Maybe we won't pitch it exactly that way, but— I think that's a great idea, though, to use those community— obviously, the people coming to that have a vested interest in what's being— what's going to be built and how the funds are going to be used. So, okay, anything else on 5.8? Okay, so 5.9, we have tentative dates for the next 3 meetings. Anybody have any issues with the dates that we picked at the last meeting? They're shown here: May 7th, August 6th, November 5th. Hopefully they're still good."},{"start":4013413,"end":4017329,"speaker":"B","text":"Measure S is still an if for me. I'm still not sure. I don't know for anything."},{"start":4017586,"end":4017827,"speaker":"G","text":"Okay."},{"start":4026575,"end":4043937,"speaker":"A","text":"Uh, just as a reminder to the district, I believe that some people are— terms are expiring on in June and they need to be re-upped in front of the board. So So please make sure that gets calendared before people expire from the committee, not expire."},{"start":4043937,"end":4046536,"speaker":"B","text":"Yeah, I think it's 4 of us."},{"start":4046536,"end":4078141,"speaker":"A","text":"Is it 4? I think it— yeah, assuming you want us back, the board needs to approve it, I think, before June, some date in June. Okay, then we are done for tonight. Anything that we missed? Motion to adjourn. Carl moved. Any second? Thank you, Janet. All in favor? Aye. Motion passed. Meeting adjourned. Thank you, everyone. See you in May."}]}
