I'm here. Welcome to the first board meeting of the 2425 school year. Let's see. The public is encouraged to speak to the board on issues of concern, whether or not the issue is on the agenda. To address the board, please complete a speaker's card available at the back of the room and you can bring it to Evelyn at the days. Public comments are limited to three minutes each unless otherwise noted. Sorry, I had a pop up. If you wish to speak to the board on a subject listed on the agenda, you'll be called on at the time the item is being considered by the board. If the item is not on the agenda, you'll be called under an oral communication. Just double check our attendees. It looks like we don't have anybody needing translation, so. All right, so that brings us to changes to the agenda. With Cecilia absent, we wanted to pull 6.1 and we can go over those when she's here to add to the discussion. Anybody have any other changes? None. Do we have a motion to approve?"},{"start":90410,"end":91450,"speaker":"E","text":"I'll move to approve."},{"start":92170,"end":92570,"speaker":"F","text":"Second."},{"start":92970,"end":95290,"speaker":"A","text":"All those in favor? Hi."},{"start":208160,"end":208680,"speaker":"G","text":"Wonderful."},{"start":208680,"end":319930,"speaker":"F","text":"Hi. So thank you. So for the federal addendum is an additional component of our Annual lcap. And the federal addendum specifically addresses how we're going to use our federal dollars. So we have title one, Title two, Title three, Title four. So title one is supplemental. It's how we support our students, our unduplicated students, with supplemental education and resources. Title 2 is specifically in the area of supporting teachers and improving educational outcomes with best practices in instruction with teachers and administration and site and school personnel. So we used federal funds in title two for things like pd, which we've been doing all this week. Title three is specifically allocated federal dollars for our English learners. And title three also has a component for supporting our immigrant youth. And then title four, the last of our title title funds that we receive in Redwood City School District is specifically for additional educational opportunities beyond just academics, so things like science, art, mental health, social, emotional learning. So those four funds we receive in the Redwood City School District and use for many of our students to, to support the EL cap. And so we have allocated our funding, you can see in the plan, in the different four areas and really focusing in all of our title areas for intentional planning and instructional practices to address our English learners throughout this school year."},{"start":324340,"end":332260,"speaker":"E","text":"And then just to clarify, this isn't a change to the lcap. This is just a reporting requirement of how the. How these funds are being spent for it. You are correct."},{"start":332500,"end":333380,"speaker":"G","text":"You are correct."},{"start":335540,"end":338180,"speaker":"E","text":"Well, thanks for the explanation, Catherine. I'll make a motion to approve."},{"start":338900,"end":339620,"speaker":"B","text":"Seconded."},{"start":339780,"end":340820,"speaker":"A","text":"All those in favor."},{"start":341940,"end":342260,"speaker":"C","text":"Great."},{"start":342260,"end":343700,"speaker":"A","text":"Thank you, Katherine. Appreciate it."},{"start":343700,"end":344180,"speaker":"F","text":"Thank you."},{"start":344260,"end":344740,"speaker":"C","text":"Thanks."},{"start":346910,"end":351950,"speaker":"A","text":"8.3 approval of agreement between RCSD and Swing Education."},{"start":353630,"end":477740,"speaker":"C","text":"Thank you. So Swing Education has been in existence in our district for a few years and it was a result of the concern and worry of filling primarily teacher substitute absences, either through typical absences, sick and personal, but also the need for planning days. We've prioritized them for hard to fill vacancies such as special ed, middle school and bilingual and have actually had quite a great success. Our complaints of lack of subs have decreased dramatically, which is pretty remarkable. Not saying it doesn't. It's not, you know, out of existence, but it has. It's been quite amazing. In fact, one board member asked me for some data I was able to pull. I did pull a report last March. We had about 445 sub days that were utilized in lieu of an unfilled absence. Which is. Which is great. So in this particular item, we are asking for the board to approve our contract that we have had in the years past, but also a new item which is an out of the box Idea is that we are going to partner with Swing, who will be paying essentially a grant to us to hire a halftime credential analyst who will process substitute applications. And then we have priority to utilize these individuals who live in San Mateo and Santa clara counties for five days out of the subsequent 60 days after their application is processed. So it's an automatic way for us to increase our sub pool quite remarkably. And they're expecting between 10 to 20 applications a week. So I'm looking forward to seeing what that's going to be like. It will be year by year, but we've agreed on a three year term for this particular idea. And we also get a discount on the sub services of the Swing services, I should say. So. That is the Swing contract brought to you tonight."},{"start":478940,"end":479540,"speaker":"G","text":"Thank you."},{"start":479540,"end":480460,"speaker":"A","text":"Any questions?"},{"start":480940,"end":492660,"speaker":"B","text":"Sounds like they're a vendor we've been using. We've been relatively happy with them. Is this the sort of thing that we would bid out and check other folks or is it just a small enough contract and it's worked well enough that there's no real need to do a aggressive bidding?"},{"start":492660,"end":539980,"speaker":"C","text":"No. Great question. There's very few gigs in town. So similar to the item that's brand new on the consent that was just approved, Scoot, that's a new company, two years old. So we have really exhausted all of our local searches for substitutes. That's really what we're looking for, people that live locally and the companies that work with them. But we're always on the lookout. So the HR network in San Mateo county is pretty strong and we're consistently sharing ideas similar to how we're sharing ideas with others about our international teacher pool. That's how I found Scoop is through a colleague. So to answer your question, yes, we are definitely and earnestly looking for others that do similar work to reduce any type of vacancies that we have, even with absences. Yeah."},{"start":539980,"end":564720,"speaker":"F","text":"So, Wendy, one question I had because, you know, I saw the Scoot then in the consent and then this one under action. So how would you just. Could you just walk through like how it would work in the morning or I guess the day before or the week before depending upon when you. I mean, sometimes you know the subs ahead of time because it's for a training day or whatever, but then sometimes it's someone sick. Right. So I was curious how these would complement each other and then what other sources you might be using. Just."},{"start":564960,"end":565360,"speaker":"A","text":"Sure."},{"start":565440,"end":565840,"speaker":"F","text":"Yeah."},{"start":565840,"end":706690,"speaker":"C","text":"Well, there's multiple pathways. So if we're speaking about just absences. So a sick day here, a Personal day there a planning day. The planning days and probably about, I would say 40% of our absences we know in advance maternity leaves, planning days for PDF substitutes that are called for sst, IEP meetings, things like that. And so for that we always put out to our regular subs first for a few reasons. One, we have relationships, two, it's less expensive and three, you know, the schools have adapted relationships with individuals and it's a little bit more seamless when it gets to a point where we have not been able to fill. So it depends on the timeline. If we know about a maternity leave and we have three months, that's a different window than if we know tomorrow. Then for heart to fill positions we will utilize SWING next. We haven't started with Scoot yet, so this will be brand new. And Scoot also does more of a pool of classified staff as well. They have teachers and they actually have a grow your own program too, which we're entertaining and learning about, where a person would essentially be like a guest teacher for a year and then move into an intern program. So that's really new for them. We're starting out with a sub piece first, but we can move into that area and that. That's the MOU talks about that. So Scoot would then also be another group that we look for. Our classified staff, which historically has really not happened. This year have had librarian substitutes, an office in paras, but other types of classified roles really haven't been part of our sub pool. We essentially manage until the person returns. Unless it's a long term situation that's a little different. So to answer your question, there are multiple pathways. It just depends on the circumstances. What's nice about the SWING subs is that they pick up our hard to fill positions quickly. So we still do reach out to our standard group, but within 48 hours, if something's not filled, we want it filled within 24 hours of the person having the absence at least. So that's been, you know, our aggressive timelines we've been working with."},{"start":708060,"end":716700,"speaker":"B","text":"And what are the level of like qualifications or certifications that the teachers that we get from Swing, you know, compared to a teacher that we would hire for the district?"},{"start":716780,"end":717740,"speaker":"C","text":"Exactly the same."},{"start":721980,"end":752830,"speaker":"E","text":"Well, thanks for answering my questions about how Swing was effective. I remember when we had approved it like 20, 21 I think. And then, you know, doing it again now and then, you know, at the time it was sort of pushing like hey, this is new and a new kind of platform and it's, it's neat to see that we're continuing to push how we can creatively think outside the box for filling these positions with this grant and how that sort of gives priority access to San Mateo to, you know, substitutes that are in the area. So it'll be neat to see how that works for filling these positions."},{"start":752830,"end":753670,"speaker":"G","text":"So. Thanks, Wendy."},{"start":753670,"end":754190,"speaker":"A","text":"No, I agree."},{"start":754510,"end":792030,"speaker":"C","text":"And just one more item to add. What's interesting is the buyout rate for a swing substitute to start on the teacher pipeline pathway is relatively small. So I just was speaking to somebody this morning who went to our new teacher orientation because she's starting off in a classroom for an international teacher that is going to be delayed. And she, she just was so excited about all the district had to offer and that would. And, and so we're starting the pipeline process with her and that's one great example of how we are, are looking at different ways to, to look at the shortage differently."},{"start":792510,"end":798790,"speaker":"E","text":"Yeah, it sounds like a great way to start building a relationship at the very, very top of the funnel before they've even decided that they want to become a teacher."},{"start":798790,"end":799110,"speaker":"F","text":"So."},{"start":799110,"end":799470,"speaker":"A","text":"Right."},{"start":799870,"end":800750,"speaker":"C","text":"Yeah, that's good."},{"start":800750,"end":821930,"speaker":"B","text":"Fantastic. I'm curious, what are some things that we do maybe as a district to make sure that the handoff is smooth? Like if, let's say a teacher is going to be out of town for a week and we want to make sure that things continue smoothly in the, in the class with continuing on with the curriculum that's there. What are some ways that we hand that off to the sub and then hand it back to the teacher as they come back in?"},{"start":821930,"end":872750,"speaker":"C","text":"Yes. So for the swing substitutes, they have thorough trainings through swing because that's what they're doing all day, every day. We just finished our substitute trainings through Nicole Crawford for RCSD substitutes. And so that's sort of a generalized training to start off the year. But then the teachers upload their lesson plans and their bell schedules and their class lists and so forth to a private platform for that handoff. And then the office manager greets the substitute and carries them through the day essentially with the principal check ins for those that were going to be in long term positions, meet with the staff development team to get caught up and to assist. And then of course our special ed department, Jude Noyes has created a whole module for people that will be in the class temporarily. So, so great."},{"start":873310,"end":890890,"speaker":"B","text":"I remember when I was a kid and whenever the teacher was out a sub would come in and just like play a movie for us. It was just great. And so just, I think it's Great that we have really high qualified substitute teachers coming in and a handoff plan that's thoughtful for making sure that we're continuing to deliver curriculum to kids."},{"start":891050,"end":906570,"speaker":"C","text":"Yes, and that's a really good point because we want it to be continuous or else the teacher also gets frustrated about being out and recognizing the delays and so forth. So for our current subs in Redwood City, outside of Swing and Scoot,"},{"start":908330,"end":908650,"speaker":"A","text":"we"},{"start":908650,"end":927370,"speaker":"C","text":"really have, I think, a nice comprehensive handoff. And the relationships, I mean, we have teachers emailing and calling substitutes that are frequent or schools that build up these relationships. And so there's sort of. There's a whole favorite system on. On our Frontline platform that. That people utilize for, you know, to help with that."},{"start":927530,"end":932530,"speaker":"G","text":"And for those people that are going to be out for a long period of time, we also provide some crossover time with the teacher."},{"start":932530,"end":933250,"speaker":"C","text":"Oh, yes, of course."},{"start":933250,"end":934050,"speaker":"G","text":"On maternity leave."},{"start":934050,"end":934810,"speaker":"C","text":"Thank you so forth."},{"start":935050,"end":938410,"speaker":"G","text":"So they're in the classroom together before the teacher leaves and it's a."},{"start":938410,"end":938890,"speaker":"C","text":"Yes."},{"start":938890,"end":940520,"speaker":"G","text":"Really soft handoff. And so friend."},{"start":940520,"end":947400,"speaker":"C","text":"Yeah. Either before and after. Yes, I know."},{"start":947400,"end":949000,"speaker":"F","text":"Teacher's been with me for months and"},{"start":949000,"end":949920,"speaker":"G","text":"all of a sudden there's another."},{"start":950080,"end":951160,"speaker":"A","text":"Yeah, that's true."},{"start":951160,"end":951600,"speaker":"F","text":"Yeah."},{"start":951760,"end":965600,"speaker":"C","text":"So we're always growing and learning and always good. Interested in new ideas on how to do this because we have all this great work we want to do in general, aside from sick days and. And personal days for our planning days. And we need there to be consistency. So."},{"start":966410,"end":1005430,"speaker":"F","text":"So, Wendy, I just want to say thank you very much because, you know, going back 17 years ago, 15 years, we didn't have any of this. And I remember, like, upstairs, you know, you'd have somebody making frantic phone calls and all of this. And I know you've really sought out these different platforms and stuff, so thank you for doing that. I think it really makes a difference because for the last couple years, we haven't heard from as many. You know, remember we were hearing from school sites that, oh, my good, we can't find any subs or, you know, we'd hear complaints from parents or teachers or whomever. So anyway, I haven't heard that. Certainly last year in the same way. So I just want to say thank you because I know it's taken some extra work to make this happen."},{"start":1005510,"end":1025960,"speaker":"C","text":"Yeah, you're welcome. And big kudos to the tech department that I don't know if you recall, in an earlier board meeting, a teacher was like, wouldn't it be great to have a laptop? I mean, we're thinking, oh my gosh, these littlest things, you know, that, of course. So, you know, we worked on making that happen. So we know we're growing and, and changing as we evolve."},{"start":1025960,"end":1027600,"speaker":"F","text":"Technology has come a long ways."},{"start":1027600,"end":1027920,"speaker":"A","text":"Right."},{"start":1027920,"end":1029840,"speaker":"F","text":"Because we didn't have any of this"},{"start":1029840,"end":1030520,"speaker":"A","text":"back in the day."},{"start":1030520,"end":1031520,"speaker":"F","text":"So anyway, that's great."},{"start":1031520,"end":1032400,"speaker":"C","text":"Yeah, thank you."},{"start":1032400,"end":1047040,"speaker":"A","text":"I'm glad to hear that, that the laptop thing has worked out because when I can't remember who it was that said that, but I was like, yeah, that's something we should be doing. How have we not been doing that yet?"},{"start":1047040,"end":1063720,"speaker":"C","text":"Well, it makes sense. You know, the teacher takes their laptop home just in typical life. And they were like, wait, we don't have one yet. I know we have amazing student leaders in the room that always kind of assist in that department and it works out. But yes, that was sort of a no brainer. But live and learn. Thanks."},{"start":1063800,"end":1064760,"speaker":"A","text":"Thank you very much."},{"start":1064920,"end":1067960,"speaker":"F","text":"So, all right, well, I'll make a motion to approve this."},{"start":1068440,"end":1069160,"speaker":"B","text":"Seconded."},{"start":1069160,"end":1070080,"speaker":"A","text":"All those in favor?"},{"start":1070080,"end":1070520,"speaker":"B","text":"Aye."},{"start":1071080,"end":1076600,"speaker":"A","text":"Great. Thank you. This is 8.4 approval of personnel changes."},{"start":1078520,"end":1111540,"speaker":"C","text":"So on that note, one of the items here is that credential analyst that I just mentioned in the previous item for swing. We also also have a need that have popped up over the summer. Two needs, actually. One for an additional LVN for a special ed student. And then due to enrollment changes at Kennedy increases, there is a need for a new art teacher, an additional art teacher to help with the elective program there. All the other classes worked out number wise, but we needed one more elective teacher."},{"start":1112830,"end":1118510,"speaker":"A","text":"Do you know off the top of your head is the current art teacher at, at Kennedy full time?"},{"start":1118830,"end":1119190,"speaker":"C","text":"Yeah."},{"start":1119190,"end":1120630,"speaker":"A","text":"So this is adding it, right?"},{"start":1120630,"end":1127550,"speaker":"C","text":"It'll be 1.5. Yeah. 1.5. Yeah. That's great. And that person's been hired, so that was nice too."},{"start":1131710,"end":1133950,"speaker":"A","text":"There are no other questions. We need a motion."},{"start":1134670,"end":1135870,"speaker":"B","text":"I move we approve."},{"start":1136750,"end":1137350,"speaker":"E","text":"I'll second."},{"start":1137350,"end":1138590,"speaker":"A","text":"Hooray for our paper."},{"start":1139720,"end":1140120,"speaker":"H","text":"Hi."},{"start":1140520,"end":1150360,"speaker":"A","text":"Wonderful. 8.5 approval of the tentative agreement between California School Employee Association Chapter five and the Redwood City School District."},{"start":1151400,"end":1210960,"speaker":"C","text":"Thank you. Well, I'm so pleased to bring this tonight. What a success. Big thank you to the district team, Rick and Patricia Perez, of course, leading the charge. And we also have Shanna Laney representing the administrators. And then of course to the CSEA team that is represented by one representative in each classification. So it's quite a large team actually. But we were able to get through many things in negotiations and for typical contract things and so forth. But one big celebration was the forward thinking of CSEA to for the first time in my tenure, certainly in HR, look ahead for, you know, agreeing to essentially a 24, 25 compensation proposal. We still will have one other article to open, which is fine. And health benefits, of course, that occur in January. But in general, I'm really pleased with this new step forward. So that was a nice celebration over the summer."},{"start":1212800,"end":1218720,"speaker":"F","text":"Right. And then. So just to clarify for the audience, then CSEA will be caught up in the salary increases."},{"start":1220000,"end":1220480,"speaker":"C","text":"Yes."},{"start":1220640,"end":1235310,"speaker":"F","text":"As the other employees have been, because we were able to settle those in advance. In advance. Right. And so this is great because CSEA for a while has been operating in the rears, you know, not getting. Anyway, so I was super excited to see this, for sure."},{"start":1235470,"end":1248110,"speaker":"C","text":"Yes, it was. It was a great step forward. This is awesome to be standing in front of you right now. For this reason, as you know that the school district went out four bids for our student nutrition department. So next slide please. So the RFP background, expectations and process. As of July 1, the district, I would say smoothly transitioned from being under the helm of a management company for a significant amount of years. And we jumped right into our summer program without a hitch, continue to feed students and everything. So it was quite an accomplishment and it gave a lot of confidence, I hope, to the district and community, but also to our team. Now with the bid process, something that's really important for us as a department, specifically managing these vendors and with the RFP is to create the standards and expectations. They're not going to be just supplying a service for us, but they're going to be an extension of what we want our program to be. So it's going to be about how we manage them to make our program the best we can. Of course, ensuring food safety standards are met and the highest quality products are delivered. Now that we are going to start to reinvest in the program, we want to bring in better product, local product. We are breaking the old school model of ordering advance freezing items and things like that. So we want to utilize. We're in one of the most amazing places in the country and we have access to so much. So we want to take advantage of that. The grocery RFP breakdown was posted for nearly a full month. Just so many items are in this group of grocery and we had two, what we call broadliner bids. Broadliners are more like national companies that do a little bit of everything. They cover anything from your grocery products. They'll even have cleaning agents, containers, you know, serviceware, things like that. They're kind of a one stop shop to have for any food operation. The selected vendor was Cisco and that's it. Next slide please. The produce RFP was posted for a little bit shorter amount of time. We were very fortunate to have four bids to compare against one another. And, and it was, it was a great opportunity based on where we're at. The selected vendor was Pacific Rim Produce and they're based in the East Bay and they service all over the area. They'll be providing fresh fruits and vegetables for us. The Bread and Bakery RFP was posted for the same amount of time as the producer. We were fortunate to have three companies come and bid on that business as well. And the selected vendor was Bonami Baking Company. The products that they'll be providing will be any of our bread products. It can range from breakfast and lunch. The whole grain component is mandatory on our menus as one of the compliant items. So working with a local bakery that has traceable product, more freshly milled and sourced product that's going to be easy, easier to digest for the students. And then the dairy was done as an IFP as most of the dairy products are all relatively the same. So it was done just based on pricing and Daylight Foods came out on top for that and we're excited to work with them as well. Any questions?"},{"start":1607100,"end":1612300,"speaker":"A","text":"Questions first and then we'll take public comment and then discussion there any."},{"start":1613500,"end":1636440,"speaker":"B","text":"So first off I really appreciate the sequencing that we used here of using a rubric for how we were going to go and evaluate these vendors. We had multiple vendors apply in each. We scored them and we, we selected the best. So I just think like that that's really good operational discip. I want to applaud that. Kind of wish I could have been on the bread tasting committee."},{"start":1636440,"end":1636840,"speaker":"A","text":"Right."},{"start":1638280,"end":1660120,"speaker":"B","text":"I'm glad they actually have people try, try stuff out. So I think that's great. Where there were like large vendors that maybe didn't apply, do we have any idea like why like you know UNFI United Natural Foods, like that's like whole food suppliers. Like if there were other big companies like Cisco that might have applied but didn't. Do we have any signal on why they didn't apply?"},{"start":1661190,"end":1696190,"speaker":"H","text":"Not directly, but that's a great question. So a lot of these larger companies sometimes do not have a school specific division. So with the ones that did apply have a very school specific division that, that manages that type of accounts. So as schools they know operate very differently than some of your restaurants and things as Cisco and Gold Star would service restaurants in the area and hotels. They can also have a division that helps support and recognize what's needed for school districts. So some of those might have the ability to but they, they might not might not be as high of a priority for them there."},{"start":1696190,"end":1720060,"speaker":"B","text":"And I love the stance as well of like trying to get regular fresh deliveries versus just like bulk delivery and chuck it in the freezer. I think that's fantastic. It does imply that maybe there's some fragility in terms of supply chain because like if we need regular deliveries and then Regular, their delivery doesn't show up. Do we have a sense for, like, a plan B for what, what we do, how we handle it if, like, a supplier is temporarily unavailable?"},{"start":1720620,"end":1745710,"speaker":"H","text":"Absolutely. And you got to stay nimble in this side of the world. Having been in a previous school district during the pandemic, we never use the. The term supply chain issue shortage once. Partnering with your vendors, again being having them be an extension of us, and we set out what we need. And then we'll also always have backups for what we need as well, staying within our purchase threshold. So we do have backups for these as well, but these are going to"},{"start":1745710,"end":1761630,"speaker":"B","text":"be our primary vendors in terms of safety. I noticed we selected the Bonami Baking Company of Pittsburgh, and it looks like the FDA issued them a warning letter in 2022. Was that resolved to your satisfaction?"},{"start":1761790,"end":1763330,"speaker":"H","text":"Absolutely, yes."},{"start":1763640,"end":1766280,"speaker":"B","text":"Okay, great. Thank you so much for your thoughtfulness."},{"start":1766280,"end":1767240,"speaker":"H","text":"Yeah, you're very welcome."},{"start":1771240,"end":1855380,"speaker":"A","text":"Okay, Jessica, we'll take your public comment. Hi, everyone. I am the parent of two kids at Orion. I am really excited about the changes that RCSD is making to their school meals. And I support the food supplier bid awards that you're considering today. These awards are important for the district to be able to source school meal ingredients and to have the ability to build a menu that meets the needs of our district and students. So thank you so much, Richie, Rick and the rest of the district staff who have worked so hard on the RFPs on the full bid process. I love the diversity of options and the flexibility that these give us. So I'm really excited. I'm also hopeful that having these vendors in place will kind of lay the groundwork for the central kitchen or the major kitchen infrastructure improvements that are so direly needed to be able to continue to feed our students. That funding was one of the line items that we campaigned on for the school bond measure S. And there's still a lot of interest and excitement around it. So thank you so much. Thank you very much for being here. Gracias a ambos.
