Good evening, everyone. Good to see you tonight. The last time we were together on this issue was in late June. We presented you with a draft resolution and went over the various components of that and just real quickly to kind of touch on the high points, we have a resolution that asks the registrar of Voters to call a bond election. We have provided them, drafted, and provided them with the various components of the measure. If you'll remember, that's a ballot question that everybody checks the yes or no box on the ballot. It's the full ballot text that goes to the voters in the voter pamphlet and is sort of the very broadest statement of the measure and very importantly, includes a bond project list. And then finally, there is a document called the tax rate statement that provides an overview of the tax implications and tax amounts for voters that's also required in calling a bond measure. Since the meeting that we had in June we took another look at, I think the board was interested in, instead of phrasing the tax rate in the ballot question as cents per hundred dollars of assessed valuation, that we would recast that as dollars per hundred thousand of assessed valuation. We can go back over what those numbers look like, but I think the general feeling is that as hard as it is for folks to be able to determine what tax they may pay, it was going to be easier for folks to understand dollars per 100,000 and to do that math calculation. And so we did go back and look at that, and we did make that change. Separate from that. All we really did, we didn't do much with the bond project list. I think everybody felt, and from a facility standpoint, that that was capturing the concepts very well that the board was interested in and that we'd heard from from the ongoing facilities program. We did work a bit on the recitals and the findings to make sure they more closely tailored with your history with bond and the success of the"},{"start":932820,"end":935730,"speaker":"E","text":"prior program and some of the things"},{"start":935730,"end":973310,"speaker":"D","text":"that the district was hearing from the community. And so we know that this is our phase two. And there's a lot to be said to kind of keeping the whole program going. There's efficiencies for our community. So in the long run, it'll actually save money if we keep this going. And as we know, with every year that we wait, costs do escalate. So it's important to kind of keep things going. So I'm excited about the work that we've done in phase one and then also the work that we're looking at for phase two. So anyway, I just wanted to say thank you to our bond team in particular. And I'm a finance guy and I, you know, respectfully, I hope you'll allow me the opportunity to kind of provide a dissenting viewpoint and allow me to share. I have had, I've spoken with many, many dozens of residents. And I can truthfully tell you, every single one of them, I think, except one, is against this. And I want to articulate. So I think it's important you have that information. So first of all, I mean, it's a terrible time for new taxes. That's obvious, right? With the economy and what's going on, it's a very different environment. But if one is needed, I think really a parcel tax is way more appropriate than a bond measure. And there's really several reasons and I'm sure you know this, but I'll articulate them. First of all, I think the comment was made that this cannot be used for administrator salaries. Well, I think it's also very important to be transparent and say it also cannot be used for teachers or academic programs. So that wasn't on the thing that says a summer update, that flyer which most people threw away, but I didn't. So I didn't know what it was. So it cannot be used for teachers or academic programs as a bond measure, whereas a parcel tax can. It's unfair because it doubles down on Prop 13, which I think you understand the implications of using assessed value versus market value. It's anti housing. Everybody's going to pay. Tenants are going to get their, their rent raised. There's no exceptions whatsoever for seniors or ssi, whereas there is for a parcel tax. So no exception based on need. And it's extremely expensive. And again, I'm a retired CFO and I'm pretty well aware of the public financing and I'm, I personally have invested quite a bit of money recently in municipal bonds because it's great for me as an investor. It's terrible for taxpayers. It's good for bankers. The amount of money that gets a school gets from bond measure is a, is not even, you know, is a small portion of the total amount that is paid in interest payments to bankers and, and excuse me, to banks and to investors like me. So parcel taxes do not have that issue. It's, it's fair, it's equitable. Everybody would pay, everybody pays the same amount. And you don't have these, these issues. I mean people, you know. So I think those are my main points and I, you know, I really don't understand why we would be investing more. I realized, you know, this is. Maybe there was a plan, I don't know but it sounds like there was a plan with measure T. But it's I think worthwhile to consider pivoting given the changing economy and given what, what I've seen on the, the website ed-data.org I mean which shows there's been a precipitous decline in enrollment. 15% 1200 students in the last, since, since this was passed the 2015. 1200 students is a lot."},{"start":1494460,"end":1494980,"speaker":"C","text":"So there's."},{"start":1494980,"end":1574290,"speaker":"G","text":"And then furthermore over half of the students not meeting in the district California state math standards. And I'm sure, and furthermore, don't forget there's Sequoia Union High School District. So there's a double taxation for the residents. I promise you, every single one, I think, except for one person out of, I think it's 50 or 60 people so far are against this. And it's, it's, you know, I think it's really worthwhile considering the impact to everybody. Again, one of these teachers or one of these students. My daughter's 20. If she wants to buy a condo, she's going to pay 380. Just a $1 million starter condo. Right. Which is quote, unquote starter. $1 million is going to be $380 every year, going up 2% every year for up to 40 years. So that's 23,000 over, almost $24,000 over 40 years. And because of the tax code, the Trump era tax code in 2017, it's all after tax money. So it's not, you can't even deduct it from your taxes. So it's a very expensive ask. And that's what Sequoia and this one together. And this, there's no central kitchen, which really limits the ability of the school to transition into serving healthier meals for the kids, which would I think in my opinion be a gigantic improvement in quality for my daughter's education in the last year. She had some trouble at the end of the year focusing and her teacher came up to me and told me that she noticed that my, my daughter wouldn't, wasn't, wasn't focusing well in school the days that she was eating the school lunches and she liked the school lunches. And so we kind of had to intervene and, and sort of really work on her where you're like, we're gonna have. We're gonna pack a lunch and you have to eat this lunch. And when we did it, her behavior improved dramatically. And the teacher was like, I think your daughter was just hungry when she ate the school lunches, because by the end of the day, she just. She just didn't have anything left. And so I just really. And I've talked to other parents who have had similar experiences, and the teacher came up to me and said, you know, I've had experiences with other students in the same situation. And so I think it's really hard to move forward on this problem if we don't have a facility that can. A kitchen that can actually cook meals. And so I am. I would. I would really like to see there be, you know, funding for some of these investments going forward. I think. Anything we can do to up that quality really helps them succeed more in school. And I think that's something we have to keep in mind. Look, the state of California doesn't provide a reliable source of funding for school facility improvement. So, you know, we have to pass bond, passing local bond measures, provide that guaranteed source of local funding to maintain and improve the community's local school families. Do I wish that were the only way that these could be funded? No, but I mean, this is what we have to work with. And this is the path, I think is the right path to go down. Because, you know, the physical environment where students learn, the facilities they have access to, the equipment they can use, you know, the services the district can provide based upon the district's own facilities. You know, these really create the environment where students can succeed. And I know it was mentioned earlier that the districts have declining enrollment, but on the other hand, we have universal TK that's increasing the number of classrooms. So there is demand on these sites, not just for right now, where we are, but think about the future. The enrollment numbers ebb and flow and so I think that this is the kind of thing that. Community school coordinator is simply coordinator because there's multiple coordinators within our district. And I want to give an example of this because the cumbersome moment that we're in in credentialing is when a multiple subject teacher. Think of your third grade self contained classroom in which a teacher has authorization to teach all the subjects, math, art, social studies, et cetera, all day long to the same group of children or even a core class. Back and forth with two different groups of kids is appropriate under the multiple subject credential. But when you take that same type of credential and put it into a middle school setting in which for the elective class children are mixed, let's say sixth, seventh and eighth graders are in one class at the end of the day for the elective class, that does not meet the qualifications of the multiple subject credential. So it's a little odd because they're fully credentialed to teach these classes, but to the same group of one identified group. When that group is mixed, it causes a problem, which is why we bring it in this fashion. There's two purposes here that are happening hand by hand. One is a teacher that may have a credential, but not specifically in that department life setting. So the multiple subject teacher that wants to teach art to sixth, seventh and eighth graders should really have a single subject art credential because the kids are mixed by grade level. So we have these really unique scenarios. But I have to be honest, out of the 125 middle school teachers is a very short list coming to you tonight. I'm also going to forewarn you. I'm bringing it next time for a few other ones that are starting a little bit later and they switch their subjects over the summer, which is great. It's going to be a dynamic elective program for kids. But as you see the variant that, you know, continues to surge, we decided not to do that. So we did it virtually and it worked really well. And then this week we started with some of our teachers and that's gone really well. And it's all virtual also. And we will continue with teachers on. The new teachers are here on tomorrow, right? It's tomorrow. It's a new teacher's meeting. And then Friday is teachers working in their classroom and then Monday and Tuesday, you know, at their school sicing with their principals and meetings and so forth. I just wanted to let you know that also at our next meeting, our board meeting, as Covid continues, the protocols have changed. So you will be receiving information, well from Jorge on Friday as he puts out his communication in the newsletter about what that looks like for the Redwood City School District next year. And we will go into more detail at our board meeting next, next, not next week, but the week after of those protocols. The principals have all had the training. Staff will have the training next week with the principals and again, they will be receiving the written communication. So we do not have bay Pls anymore. It has not been funded. So we are using our little antigen boxes that we can set home with kids. And for those of you that I don't know if you've been to a maze day yet, okay, so you'll probably seeing some of those being handed out and, you know, information regarding how we would like you to use them for your children. So that's that. As I said, more information on that will be coming at our next board meeting. So it's been exciting two weeks. And my colleagues and I are going to deliver bagels on Monday. Monday. Which they will find out about before you leave on Friday, because. And look at Liz's eyes open up. We, you know, we. I had hoped every year we did this huge welcome at McKinley. And it was in. It was in the, you know, the theater there. And we had. First we. I think we had certificated, and then right after certificated, and then they came into the theater and we had, you know, welcome back. And we had a guest speaker and the board was there. You guys were normally there. And we haven't been able to do that in, you know, past three years. So I was hoping for it, but no, we're not going in that direction. So principals know about this because I mentioned at one of the principal's meetings, the district is furnishing bagels and schmear for each of the schools, but our team is going to deliver. So we're getting them from Noah's and the principals are going to have the coffee and we will take the bagels in the smear. So I forget how many thousands of bagels Jerry had to order from Noah's and back and forth with the Noah's people. It was great. They're not very in tune to the Internet or, you know, and handling the. She goes. I said, maybe you should just go, no. She goes, you have to talk to the region first. And then the region tells them how backwards. But that will be our wonderful morning activity, that we'll get to visit some of the schools in that manner. So we're up and running and registration is working, working diligently to make sure that we get all the information that is needed for this school year. As you, too, as parents know you. There's a. Rick, what is it? What's that information sheet called again, please? The student benefit form, which really needs to be completed. And not only is it online, but it's. Rick made it available as a handout. So parents and completed. And Rick and his department are, you know, Rick and his department and then also Jorge and His department making sure that we get those forms back because that will enable us to find out what our funding will be with the federally funded programs. Correct. So it's very important. It's very important. So registration is working diligently on. On that. Along with business, registration is also moving kids around to different schools depending on space that may occur.
