The <span style=\"letter-spacing:-.05pt\">Superintendent</span> or designee <span style=\"letter-spacing:-.05pt\">shall</span> review the proposed events and <span style=\"letter-spacing:-.05pt\">determine</span> <span style=\"letter-spacing:-.05pt\">whether</span> the events contribute to the educational experience and are not in conflict <span style=\"letter-spacing:-.05pt\">with</span> or detract from the <span style=\"letter-spacing:-.05pt\">school&#39;s</span> educational program. When reviewing proposed events, the <span style=\"letter-spacing:-.05pt\">Superintendent</span> or designee <span style=\"letter-spacing:-.05pt\">shall</span> consider the effects of the activities <span style=\"letter-spacing:-.05pt\">on</span> <span style=\"letter-spacing:-.05pt\">student</span> health and <span style=\"letter-spacing:-.05pt\">safety,</span> evaluate the risk of liability to the district, and ensure that the proposed activities are in compliance <span style=\"letter-spacing:-.05pt\">with</span> law, Board policy, and administrative regulation.</span></span></p>\n<span style=\"font-size:14px\"><strong>Management and <span style=\"letter-spacing:-.05pt\">Reporting</span> of Funds</strong><br>\n<br>\n<span style=\"letter-spacing:-.05pt\">Student</span> body funds <span style=\"letter-spacing:-.05pt\">shall</span> be managed in accordance <span style=\"letter-spacing:-.05pt\">with</span> law, regulations, <span style=\"letter-spacing:-.05pt\">Board</span> policies, and <span style=\"letter-spacing:-.05pt\">sound</span> business procedures designed to encourage the largest possible educational return to <span style=\"letter-spacing:-.05pt\">students</span> <span style=\"letter-spacing:-.05pt\">without</span> <span style=\"letter-spacing:-.05pt\">sacrificing</span> the <span style=\"letter-spacing:-.05pt\">security</span> of funds.<br>\n<br>\nThe <span style=\"letter-spacing:-.05pt\">Superintendent</span> or designee <span style=\"letter-spacing:-.05pt\">shall</span> develop internal control procedures to <span style=\"letter-spacing:-.05pt\">safeguard</span> the organization&#39;s assets, promote the <span style=\"letter-spacing:-.05pt\">success</span> of <span style=\"letter-spacing:-.05pt\">fund-raising</span> ventures, provide reliable financial information, and reduce the risk of fraud and abuse. &nbsp;These procedures <span style=\"letter-spacing:-.05pt\">shall</span> detail the oversight of activities and funds including, but not limited to, the <span style=\"letter-spacing:-.05pt\">appropriate</span> role and provision of training for <span style=\"letter-spacing:-.05pt\">staff</span> and <span style=\"letter-spacing:-.05pt\">students,</span> parameters for events on campus, appropriate and prohibited uses of funds, and accounting and <span style=\"letter-spacing:-.05pt\">record-keeping</span> processes, including procedures for handling questionable expenditures.<br>\n<br>\nThe principal <span style=\"letter-spacing:-.05pt\">or</span> designee <span style=\"letter-spacing:-.05pt\">shall</span> be responsible for the proper conduct of all <span style=\"letter-spacing:-.05pt\">student</span> organization financial activities. &nbsp;The budget adopted by the <span style=\"letter-spacing:-.05pt\">student</span> body organization <span style=\"letter-spacing:-.05pt\">should</span> <span style=\"letter-spacing:-.05pt\">serve</span> as the financial plan for the <span style=\"letter-spacing:-.05pt\">school</span> year and <span style=\"letter-spacing:-.05pt\">shall</span> be <span style=\"letter-spacing:-.05pt\">submitted</span> to the <span style=\"letter-spacing:-.05pt\">Superintendent</span> or designee at the beginning of each <span style=\"letter-spacing:-.05pt\">school</span> year.   "contentText": "The Governing Board recognizes that student organizations can provide students with an opportunity to conduct worthwhile co-curricular activities while helping students learn about effective financial practices and develop leadership and management skills. To that end, the Board may approve the formation of associated student body organizations which are composed entirely of students, operate under the oversight of the principal or other district- employed advisor, and are subject to the control and regulation of the Board.  Student organizations may raise and spend funds to support activities that promote the general welfare, morale, and educational experiences of the student body.\n\nFundraising\n\nAt the beginning of each school year, each principal or designee shall submit to the Superintendent or designee a list of the fund-raising events that each student organization proposes to hold that year. The Superintendent or designee shall review the proposed events and determine whether the events contribute to the educational experience and are not in conflict with or detract from the school's educational program.
