"Quick Summary / Abstract": "The Bond Program Team requests approval of Change Order No. 3 with Holt Renewables, LLC for the McKinley Institute of Technology Solar Project. During construction of the solar array foundations, unforeseen subsurface conditions were encountered in both the Array B area and the former Maintenance and Operations (MOT) area, requiring additional dewatering, foundation stabilization, and remediation work beyond the original contract scope. The change order also includes removal of an existing backstop that conflicted with the solar installation.",
"Recommendation": "It is the Bond Program Team's recommendation that the School Board approve Change Order #3 to the agreement with Holt Renewables, LLC. for the McKinley Institute of Technology Solar Project.",
"Rationale": "During construction of the solar array foundations, the contractor encountered unforeseen subsurface conditions at multiple locations on the project site that could not be addressed through standard installation methods. Additional work was required to maintain project safety, comply with engineering requirements, and ensure the long-term performance of the solar foundation system. The change order consists of three primary components: removal of an existing backstop that conflicted with the array installation, groundwater dewatering work within Array B, and temporary casing and foundation remediation work associated with an unstable shaft encountered in the former MOT area. Within the Array B foundation area, groundwater infiltration entered several drilled shafts during construction activities. Water accumulation and unstable excavation conditions prevented reinforcing steel cages and concrete foundations from being installed using normal procedures. To complete the work, the contractor was required to perform additional shaft dewatering operations, utilize vacuum truck services, remove accumulated water and sediment, and stabilize foundations prior to placement of reinforcing steel and concrete. These measures were necessary to allow the foundation system to be constructed as designed. Holt Renewables absorbed a portion of the costs associated with the groundwater mitigation work, and the requested change order reflects only those additional costs associated with site conditions encountered during construction. A separate condition was encountered within the former Maintenance and Operations (MOT) area during construction of Foundation Column No. 4, near the location of a previously removed fuel tank. During drilling operations, the foundation shaft experienced caving and instability that prevented the excavation from maintaining its required dimensions and structural integrity. To safely complete the installation, the contractor was required to install temporary casing, utilize slurry stabilization methods, perform additional excavation and dewatering activities, and complete associated foundation remediation work. These measures were necessary to stabilize the excavation and allow the foundation to be installed in accordance with project requirements. The change order also includes the removal of an existing backstop that conflicted with the solar array layout and foundation installation activities. Removal of the obstruction was necessary to facilitate construction of the planned improvements and complete installation of the solar array foundations.",
"Financial Impact": "Change Order Cost: $81,760.42 (Subcontractor work: $72,228.97; Holt Renewables project management, supervision, and markup: $9,531.45). Contract Adjustment: Increases the current contract amount from $2,291,592.62 to $2,373,353.04. Funding Source: Fund 40 - Special Reserve Fund for Capital Projects. Schedule Impact: Two (2) calendar days added to contract time."

The public hearing is for informational purposes only, with Board action anticipated on December 9, 2026.",
"Rationale": "KIPP Excelencia Community Prep (\"KIPP Excelencia\") is a charter school authorized by the Redwood City School District. Its current charter term expires on June 30, 2027. On September 21, 2026, KIPP Excelencia submitted a petition to the District seeking renewal of its charter for an additional five-year term, from July 1, 2027, through June 30, 2032. As part of the charter renewal process, the California Education Code requires the Board of Trustees to conduct a public hearing to consider the level of support for the renewal petition from teachers, other District employees, and parents. The hearing provides an opportunity for KIPP Excelencia to present its renewal petition and for interested parties to provide comments for the Board's consideration. District staff will review the renewal petition in accordance with applicable statutory requirements. No Board action will be taken at this meeting, and the renewal petition is anticipated to be presented for Board consideration and action at the December 9, 2026, Board meeting.",
"Financial Impact": "There is no immediate fiscal impact associated with conducting the public hearing. Any potential fiscal implications of the charter renewal will be evaluated as part of the District's review process and presented to the Board when the renewal petition is considered for action."

"Quick Summary / Abstract": "The teacher attached has met the requirements for subject matter competence and possesses the required skills and preparation to teach the proposed assignment.",
"Recommendation": "It is the Administration's recommendation that the School Board adopt Resolution No. 11, Education Code Options, for the following teaching assignments for the 2026-2027 school year.",
"Rationale": "Education Codes (EC) and Title 5 Regulations (T5) provide local educational agencies (LEAs) with educator assignment options that can be used when an LEA is unable to assign a certificated employee with the appropriate credential. These options, known as Local Assignment Options (LAOs), allow flexibility at the local level and are used solely at the discretion of the LEA. LAOs require the teacher serving on the LAO to give their consent for the assignment and LAOs pertaining to teachers are for general education assignments only and cannot be used for special programs such as Special Education, Career Technical Education, or English Learner Assignments. For LAOs that require governing board authorization, the placement should be approved by the governing board prior to the start of the assignment. This is because educators placed in classrooms without board approval have not begun serving based on the LAO, and are in fact \"misassigned\". These educators will remain \"misassigned\" until board approval is in place. Misassignments should be corrected within 30 Calendar days. As well, governing board approval is required annually. This is intended to guarantee transparency in assignments, as board agendas are public and accessible to parents and stakeholder groups. The teacher attached has met the requirement(s) for subject matter competence and possesses the required skills and preparation to teach the proposed assignment. Their flexibility to work outside their credential authorization allows the district to staff middle schools appropriately as the number of students at a given site fluctuates each year, changing the annual site-based credential requirements necessary to deliver appropriate services to students. Because the middle school master's schedule needs to accommodate student needs and enrollment numbers, the need for occasional Ed Code waivers applies. The Assistant Superintendent is satisfied that the teacher on the attached list has adequate knowledge of each subject to be taught. EC 44256(b) expands the authorization for the holder of a Multiple Subject or a Standard Elementary Teaching Credential to teach in a departmentalized setting below grade 9.",
